SHAUN FLANIGAN

Shaun Flanigan is the founder of STF Consulting, a Sacramento-based firm that provides lobbying and consulting services to organizations navigating California’s complex policy environment. Known for his client-first approach, innovative strategies, and proven record of success, Shaun has delivered results across some of the state’s most challenging legislative and regulatory arenas. With more than two decades of political experience, he brings a unique blend of policy expertise, strategic insight, and trusted relationships to every client engagement.

Shaun began his professional lobbying career in Washington, D.C., with American Continental Group, Inc., where he developed foundational experience in federal advocacy. Upon returning to California, he served for many years as Chief of Staff to the Assembly Republican Leader. In this role, Shaun served as the primary liaison to the offices of the Governor of California, the President pro Tempore of the Senate, the Senate Republican Leader, and the Speaker of the Assembly.

He managed office operations, supervised staff, and directed teams responsible for policy, communications, budget analysis, and legislative strategy. Advising the Republican Leader on all legislative and political matters, he provided strategic guidance on major initiatives and negotiations. His tenure provided deep expertise across a wide spectrum of policy issues, including governmental organization, business regulation, insurance, education, health, water, revenue and taxation, and the state budget.

After leaving the Legislature, Shaun joined The Flanigan Law Firm, a Sacramento-based lobbying practice, where he represented clients in industries such as agriculture, gaming, tribal government, horse racing, alcohol, insurance, and telecommunications. In 2011, he co-founded Capitol Strategic Advisors, expanding his portfolio and building extensive experience across California’s political landscape. His ability to navigate complex regulatory frameworks, shape legislative outcomes, and foster collaborative partnerships established him as a respected and effective advocate.

Shaun has also played an influential role in political consulting. He has advised prominent political action committees and independent expenditure groups, leveraging his campaign expertise to guide major California donors and stakeholders. His strategic counsel has contributed to the success of high-profile campaigns, initiatives, and statewide efforts.

In recognition of his commitment to public service, the Assembly Speaker appointed Shaun to serve as a Commissioner on California’s Off-Highway Motor Vehicle Recreation (OHMVR) Commission. In this capacity, he helps oversee and shape statewide policy for recreational motor vehicle programs. He has also contributed to the community through service on nonprofit boards, including the Moretti Foundation—which has provided scholarships to California students since 1990—and the Sacramento Children’s Home, a nearly 150-year-old institution dedicated to supporting vulnerable children and families.

Shaun earned his Bachelor’s Degree in Political Science from San Diego State University, where he was a member of the Associated Student Council. He remains engaged with his alma mater through the SDSU Alumni Association, valuing the lifelong relationships built during his time there.
