SHAUN FLANIGAN

In 2011, Shaun Flanigan founded Capitol Strategic Advisors, a firm specializing in various aspects of the political industry, including legislative and regulatory advocacy, coalition building, and political strategy. Recently, Shaun rebranded his firm as STF Consulting to signify its growth and ongoing dedication to providing exceptional client services.

Shaun began his professional lobbying career in 2001 with American Continental Group, Inc., a Washington, D.C.-based firm, where he gained significant experience in federal advocacy. After his time in Washington, D.C., Shaun transitioned to the California Legislature, where he served for many years as Chief of Staff for the Assembly Republican Leader. In this role, Shaun developed expertise across a broad spectrum of public policy topics, such as governmental organization, business, insurance, health, education, water, budget, and taxation matters.

As Chief of Staff, Shaun acted as the primary liaison between the offices of the President pro Tempore of the Senate, Speaker of the Assembly, Senate Republican Leader, and the Governor of California. He oversaw office management, supervised staff, and directed teams responsible for policy, communications, budget analysis, and consulting activities. Shaun also served as the senior advisor on all legislative and political matters for the Assembly Republican Leader, providing strategic guidance on vital policy initiatives and negotiations.

Following his tenure in the Legislature, Shaun joined The Flanigan Law Firm, a Sacramento-based lobbying firm, where he spent five years representing a diverse portfolio of clients across industries such as agriculture, gaming, tribal issues, horse racing, alcohol, insurance, and telecommunications. His ability to navigate complex regulatory and legislative frameworks and foster collaborative relationships earned him a reputation as a trusted advocate for his clients.

Beyond lobbying, Shaun has played a significant role in political consulting. He is affiliated with numerous high-profile political action committees and independent expenditure groups, leveraging his in-depth campaign expertise to advise major California donors on prominent initiatives and elections. His strategic acumen has contributed to the success of many high-profile campaigns and initiatives throughout the state.

Shaun’s commitment to public service is highlighted by his appointment as a Commissioner on California's Off-Highway Motor Vehicle Recreation (OHMVR) Commission. In this capacity, he helps oversee and shape policies for the state’s recreational motor vehicle programs.

Beyond his professional achievements, Shaun is actively engaged in his community. He serves on the Board of the Moretti Foundation, which has awarded scholarships to California students attending the state’s colleges and universities since 1990. The foundation has recognized hundreds of students as “Moretti Scholars.” Shaun is also a former Board Member of the Sacramento Children’s Home, an organization with a nearly 150-year legacy of supporting Sacramento’s most vulnerable children and families.

Shaun earned a Bachelor’s Degree in Political Science from San Diego State University, where he was a member of the Associated Student Council. He continues to remain actively connected to his alma mater through the SDSU Alumni Association, valuing the enduring relationships he has cultivated.
